HOW TALL IS HE?

Dogs are measured at the withers, so he's probably 12 inches or so. It's the short legs you know. Maybe he's sesquipedal if you measure to the top of his dog head. I wonder if there's a word for two-and-a-half and etc.? Why just for one-and-a-half? What's going on here? Would tripedalian be three feet?
